Technical Architect
Job Description
We are seeking an experienced Technical Architect to support large-scale IT infrastructure operations, architecture, information security, and cloud migration initiatives for the California Department of Housing and Community Development (HCD).
The ideal candidate must have strong experience leading enterprise IT infrastructure environments, applying ITIL service management best practices, designing and implementing infrastructure and security solutions, and working with California State Government clients.
Required Qualifications
- 15+ years of overall IT experience.
- Bachelor's Degree in an IT-related or Engineering field.
- Minimum 5 years of experience supporting large-scale IT infrastructure operations in a lead capacity.
- Minimum 5 years of experience using ITIL service management best practices.
- Minimum 3 years of experience working with a California State Government client.
- Candidate must be local to Sacramento, CA, within 50 miles.
- CISSP certification is required.
- Minimum 5 years of applied information security experience.
- Must be authorized to work in the U.S. as a U.S. Citizen or Green Card holder.

Enterprise Identity & Access Management

Cloud Migration Experience
- Minimum 2 years of experience planning and migrating on-premises infrastructure to cloud environments.
Knowledge Transfer
- Minimum 3 years of experience providing knowledge transfer to state staff.
Key Responsibilities
- Lead large-scale IT infrastructure architecture and operations initiatives.
- Plan, design, implement, administer, operate, and upgrade enterprise infrastructure environments.
- Apply ITIL service management best practices to infrastructure operations.
- Design and support network, operating system, container, middleware, and database environments.
- Design and implement enterprise information security solutions.
- Support privileged account management, SIEM, vulnerability management, and identity/access management initiatives.
- Plan and execute migration of on-premises infrastructure to cloud environments.
- Collaborate with technical teams, business stakeholders, vendors, and state personnel.
- Provide technical guidance and architectural recommendations.
- Troubleshoot complex infrastructure and security issues.
- Develop and maintain technical documentation and architecture standards.
- Provide knowledge transfer, documentation, and training to California State staff.
- Support project planning, implementation, upgrades, and operational transition.
- Ensure infrastructure and security solutions align with organizational requirements and best practices.
Mandatory Requirements
The following requirements are mandatory:
- 15+ years overall IT experience
- Bachelor's Degree in IT-related or Engineering field
- CISSP certification
- 5+ years large-scale IT infrastructure experience in a lead capacity
- 5+ years ITIL experience
- 3+ years California State Government client experience
- 5+ years information security experience
- 5+ years experience across the specified infrastructure technologies
- 5+ years experience across the specified security technologies
- 2+ years cloud migration experience
- 3+ years knowledge transfer experience with state staff
- Local to Sacramento, CA within 50 miles
- US Citizen or Green Card
- Available for hybrid work in Sacramento, CA
