About the Project

The Teachers’ Retirement System of Oklahoma (TRS) is undertaking a comprehensive, multiyear modernization initiative to replace aging legacy systems, including the full retirement of the ALICE platform, and transition to a unified, cloud-native environment.

The initiative centers on building MyPAS 3.0, a modern Azure-hosted pension administration system that integrates with MyTRS and MyERS.

TRS serves more than 210,000 employees and retirees across more than 600 school districts, career technology centers, colleges, and universities. The modernization effort is designed to address fragmented workflows, manual processes, limited scalability, and stability challenges associated with legacy technologies.

The modern technology environment includes Angular, REST APIs, Azure SQL Managed Instances, Azure Function Apps, Power BI, and a modern document management and process automation solution.

Current State

  • Legacy systems were migrated from on-premises hosting to Azure in May 2024.

  • The member portal was modernized in July 2025.

  • TRS IS resources support legacy systems while simultaneously developing modernized applications.

  • A project charter and Software Development Life Cycle (SDLC) have been established and are in practice.

  • The environment and foundation for modern applications are defined and nearing completion.

Expected Outcomes

  • Operate major systems on the Azure platform with improved performance, scalability, and maintainability.

  • Retire the ALICE platform and reduce legacy technical debt.

  • Reduce manual work and errors while improving turnaround times.

  • Implement modern document storage and capture capabilities.

  • Improve workflows and reduce system fragmentation.

  • Enhance security and user experience.

  • Improve operational resilience and adaptability.

  • Reduce maintenance requirements, infrastructure costs, and workarounds through modern platform infrastructure.

Responsibilities

The Application Developer will:

  • Develop, enhance, and maintain application components that meet functional and technical requirements.

  • Perform all aspects of application development, including coding, unit testing, documentation, code reviews, and submitting pull requests for TRS staff review.

  • Develop APIs, system interfaces, and automation workflows.

  • Translate technical specifications into maintainable, production-ready software.

  • Develop and maintain clear, actionable user stories and support a prioritized backlog.

  • Apply secure coding practices and modern application development frameworks and programming languages.

  • Work within established SDLC methodologies, including Agile practices.

  • Collaborate with TRS technical staff, business analysts, testers, and project managers.

  • Work with existing legacy systems, including understanding their architecture, dependencies, technologies, and integration points.

  • Apply knowledge of TRS business rules, including rules specific to the Pension Software System.

  • Manage multiple development tasks while meeting established project timelines.

  • Communicate complex technical concepts clearly to both technical and non-technical audiences.

  • Deliver high-quality application code and minimize defects.

Qualifications

The ideal candidate should have:

  • 5–7 years of application development experience.

  • Strong experience with C#/.NET development.

  • Hands-on experience developing Web APIs / REST APIs.

  • Hands-on experience with Angular 16 or later.

  • Strong SQL skills.

  • Experience using Azure DevOps.

  • Experience with Git and source-control practices.

  • Knowledge of modern application development frameworks, programming languages, and secure coding practices.

  • Knowledge of SDLC methodologies, including Agile.

  • Knowledge of business process analysis, functional design, documentation standards, user stories, and acceptance criteria.

  • Ability to work effectively with technical and non-technical stakeholders.

  • Ability to manage multiple priorities and deliver work within established timelines.

Education

A Computer Science or MIS degree with 3–5 years of experience is preferred, or an equivalent combination of education and experience.

Preferred Background

Candidates with experience in Azure/cloud modernization, legacy-system modernization, API development, application integration, and enterprise application development will be well aligned with the project environment.

Compliance

  • Moderate Data Sensitivity.

  • Agencies are required to provide proof of adequate $5M Cyber Insurance coverage by uploading a valid, current Certificate of Insurance to Ironclad at the required stage.
